Well, at least they are safe in there... but hopefully you can get them out or those kittens are going to be super feral by the time the are old enough to jump out through the roof...
If she refuses and you are serious about getting those kittens out, you can call the police and tell them that she stole your cats. Like I said, just say that the mama cat got outside after you adopted her and brought her in, and she had her kittens on your neighbor's property and she's not letting you have your cats and kittens back.
If it comes to that, though, you should go get a collar and tag and try to get it on mama cat. Usually the police will make the person let you get your things... but on the small chance they don't, they might tell you that you have to file a lawsuit against her if it can't be proven they belong to you, just threaten to sue the lady and she'll probably concede.
