I was just in a room where the model language was English and Catonesee
(Orgin HK) . There was this one guy who
Was posting in Japanese which was not listed as a room language and filing up a good chunk of that chat window. Some of it was related to the performance but nothing was acknowledged .

No one. It is up to the broadcaster to manager their room. If the user is annoying most sites will allow you to ignore other users. On Chaturbate go to the Users tab, right click on the user's name, and select "Ignore user".
