In my experience the type of dudes who cold-approach girls in public are often either shit at taking hints or have read so much PUA stuff that they will ignore it because they'd rather coerce an uninterested girl into talking to them than get shut down.

I remember a dude asking me out at Starbucks once, I said no and he said "no worries, figured I'd say hi and see if you were interested, enjoy the rest of your afternoon". I was shook because it's so rare (for me) to have a guy that normal or respectful do it. Usually it's the "fine fuck you then fat ugly bitch" type of dudes.

Shits weird, man. I think nice, chill dudes are less likely to just chat up a stranger. And I think rejection makes people feel humiliated so they want to retaliate by humiliating her but it doesn't usually work if you were attracted enough to come say hi.

In my experience (yes, I know "not all guys are like that" but the ones who do this are absolutely like this): Because they think that they're God's gift to women and everyone should want their dick. They think that the world revolves around dick, and their dick especially. They're always confused and unable to wrap their heads around the concept when I tell them I'm gaaaaaayyyyyy. I have actually been asked, "don't you need something stiff sometimes". No, I don't need something stiff ever, as a matter of fact.
