At right down bottom of OBS where it showing for example CPU use, it showing lost /dropped frames in OBS. I dont know if this u are asking for

You have very low CPU using . I mean im not specialist but is very low. What computer do u have? CPU is almost like you were not online at all. I have strong computer and when im online CPU is 12-13 %

quick look at the screen shot and it doesnt even look like you have a camera hooked up, only audio and some text stuff, might explain the low cpu use, your not streaming video. Could be wrong thou.
Ooh i was feeling that something is wrong with this but im not what

when my CPU goes that high it drops too but why don't it drop on youtub live and only on CB if its a low CPU

Yeah the camera is showing.
Your bitrate is very low 1605kbs
the dropped frames are not showing on obs because they are being dropped by the server not your system. So as far as obs knows it sent all the frames, the dropped frames is cb server not processing the frames

On one computer I also have a high CPU of 89 percent and I have 1 page + Obs turned on. It's an older 4 core computer. You'll probably need to get a newer computer. The other computer is new and my CPU is only measuring 4.8 percent. The quality increases every other year. And you need to invest in a more powerful computer.

in OBS i have it the bitrate set to 30000

do i need to get a better Computer ? i know when i did auto configuration wizard on OBS it was saying i can stream in 4k
There's like 1000 things that can effect bitrate so without actually looking I cant really say what the issue is.

here is a weird question, I seen in a earlier post that the CB sever is making my FPS drop because it not getting all the date would that work the same with bitrate ? since it seems like I only have the problem with CB .

The issue is more likely your bitrate being sent to cb from your obs, 1600 is way too low, thats a system issue or network issue.

Pull up task manager while you are trying to stream and check if anything is close to 100% usage, you might need to right click the headers in the columns to add in GPU if it's not already there.

Another thing you might want to check is system temps, that can effect system performance and can result in bitrate issues, you can do that with a program called openhardware monitor.

but it does really make since when I had youtub live on for close to 48 hours .The bitrate on CB stay above 3000 then it drops down to 1600 around a hour form being on then it sometimes goes back up to 3000.

They are different platforms, they have different requirements and differences in what they deem as acceptable.
