He's a recurring character named Rowley Birkin QC, a retired barrister from the English sketch comedy series "The Fast Show". Played by comedian/actor Paul Whitehouse. There were three series of the show made in, from memory, the late nineties.

Seriously, if you like that one clip, you would love the show. Very underrated. I've got the box set of DVD's and they are well worth buying.

Rowley finishes everyone of his indecipherable stories with the same tagline...."I was very, very drunk". Hilarious show.

Next time no one is talking in my room I'm just going to do this...
