Does camming constitute a home based business?

A youtuber is claiming that the local goverment is fining him for operating a business from his home. The reason given is his home computer is being classified as business equipment. Because he uses it to to stream to youtube. And he's streaming the video from his house.



If this actually becomes a thing. It could have an impact on camming. Sense most cam models stream from their homes and apartments. They could find themselves in a similar position.
 
Got into a little scrape with the Feds a few years ago over this... they say it is a business... as many girls know very well. However, I assumed otherwise at the time, because my local city government (when I was just getting started) told me it wasn't; mainly because I didn't have the authority to collect local sales tax. And, due to this fact, had no way to classify my business or require any type of licensing or permits. At any rate, based on what I've read from different parts of the country, it seems to be a highly localized issue that varies from state to state, county to county and city to city... don't think there's a "one size" answer for this.
