Why do some models have offline tips disabled?

If you're speaking of MFC, I do not believe this is an option. How did you come to this conclusion/question?

I think you mean models that don't have a "tip me offline" button on their profile?
If that's the case, I think it's because the default MFC profile template just doesn't come with a "tip me offline" button. You essentially have to add it in yourself, and if you don't have the some type of profile builder then you have to use HTML and that's something not everybody knows how to use!
If you want to offline tip a model who doesn't have a button for it on her profile, you can click on her name if she's in your friends list and the option should be there. Otherwise I'm pretty sure there's a link for it somewhere, I just don't remember it by heart!

I don't think you can disable offline tips on MFC, and there would be no reasonable reason that a model would do so.
If they don't have the link on their profile, you can go to the home page, type in their name, and offline tip from the little menu options there. Or clicking on her name in your friends list/bookmarks should bring up a similar menu.
