What causes the error "Unable to send tip. Please contact support."?

We see this quite often and there is no answer as to what may cause it. Does anyone know?
Is it the account is under suspicion for any reason/s? And if so, for what?

I know maybe CB wouldn't or couldn't tell us the ins and outs of it, or exact details that cause it on accounts but a little something would be great.

had that message once when i just bought tokens. I think it is caused by yet non validated payments. I contacted support and they could fix it.
