I think you are missing the point. The industry voted against it because it would have allowed performers to be sued and their personal info made available to the public as well as the person suing being able to collect a portion of the money from the lawsuit if they see a condom not being used. That would have made it so that stalkers and harassers could not only find out where porn actors, producers, and webcammers live but they;d be able to profit from their harassment.
