What is the best way to promote a models room to help bring more traffic to her room?

Do you mean for OP to join a program, or get affiliates to market the model? I don't see how becoming an affiliate helps him accomplish his goal...they kind of go hand in hand. Affiliate marketing doesn't magically make traffic appear, he still has to understand how to get traffic, more specifically, good traffic that converts. Then he can push that traffic to a whitelabel or just this particular model's room.

Anyway OP, twitter is probably going to be your best friend, or if there are message boards where whales/tippers like to hang out, try to advertise there if possible. I don't know how different promoting models/camsites is in this regard though....I got some early sales from links posted to message boards. Helped spread some word of mouth about my site, but things took off when I got some links posted at Freeones. (is this an option for camgirls?) Although back to twitter for a sec...really, for twitter to be effective, it needs to be the model. Twitter shouldn't just be a sales/advertisement platform. That's the mistake some make imo. But overall this is a bit of a complicated subject, because like twitter, the best person to promote the model is the model herself through her shows and whatnot. I think it's a bit harder to push traffic to an individual model and get conversions. There's no guarantee the traffic stays in your model's room. Anyway I'm kind of rambling a bit...

But, if this is MFC, then using MFC Share correctly should help a bit also. That means using proper tags and descriptions + good thumbnails and preview clips. It's probably the most visible place for models other than their rooms.
