Oh, I don't know. Seems like the sort of thing that teenagers might get into anywhere. It reminds me of a SF novel by Brian Aldiss, The Primal Urge (1961), in which the British government passed a law that everyone had to wear an "ER." ER's were small red lights implanted in everyone's forehead that would brighten when the wearer became sexually excited. The idea was that people would get over the infamous British shyness of the time. The punch line was that the Soviets passed a similar law but it was a green light that brightened when you lied.
