The trick is to not just report the hacker's website, but to drill into the web page and find out exactly where the videos are being hosted. The web site operator might not respect DMCA take down notices, but their service providers (CloudFlare, OVH, etc) almost certainly will.Please don't waste your money on dmca, the fight against piracy is a never ending waste of time.

It is quite rewarding to scrape a site to find that 90% of their links result in 404 Not Found errors or lead to pages that state the content was removed due to a DMCA request.
