More importantly, I doubt that this sort of activity is going to persuade the freeloaders into not freeloading. The best way to get people who aren't paying to pitch in is through positive encouragement- by getting lots of members of the mob to pitch in a little bit toward a goal, not by trying to brow beat them into paying.
So why do it?
Maybe I'm just not getting it. I've seen a couple of guys try this "white knight" act where they pay a girl to put her clothes back on because they don't think the other guys are paying enough. It never seems to get the other guys to pay more, and usually just serves to empty out the room (girl puts clothes on, freeloaders and even small tippers head to other rooms).
That's based on my limited experience with this sort of stuff. Maybe other folks have seen a different effect?
