"up speed" is the number you should know and measure doing the test on :

But I could obtain : resolution
1280x720 (HD720p) ; 15 fps
not easy to tune, but *that* is called "very low".
It's around the limit to have a fluid perception of movement.
25 fps is still ok, better than the NTSC's 24 fps and enough for the speed at witch you may move in your room.
under 20fps, just avoid too dance to fast and it should go
so, your 25-30 are quiet OK.
(more than 30 fps would be usefull for action movies or video games)
