You can buy e-cigarettes here in Canada, but you can't use nicotine with them. I'm sure that it wouldn't be that hard to find black-market ones, but I haven't looked into that option yet.

Just read that Los Angeles lawmakers, in their infinite wisdom, have outlawed e-cigs and vaping at work sites, public places, including parks and certain beaches because they're afraid it looks cool and may send a message that smoking is socially acceptable. What a bunch of fucking morons!

Nicotine isn't the only "chemical" in tobacco.

Obviously, but it's the active ingredient if you like. The plant is not carcinogenic, nor is (broadly) anything they might add to it - it's just burning it.

If you're nervous about whether they put nasty things on tobacco that's a different matter...but if you want to inhale naturally occuring nicotine without giving yourself cancer, you can. That's all.
