Add bots.
I have a server for some friends and we have the pokebot. You can catch pokemon, train them by chatting and battle each other.
Keeping a chat server going is really just having people continue to talk.

It can take a bit of work to get discords rolling. Bots do help though! I know this is older but if it gains any traction again I love a good discord server and enjoy company while gaming.
