Changing Studios. Person is blocked for 3 months?

Hello everyone,

I have read here for some time and this is my first post. I have a friend from a studio in russia who left the studio because the studio was just... this kind of studio.
She lives alone and has not much money. She won't get her old account and it is not really necessary. But if she starts at a different studio, she is told she needs to wait 3 months to create a new account.

She is really in dire need, is it possible to make this process faster? Her english is not that great, this is why I am writing for her.
