After doing a little research I believe you are allowed to have two accounts as long as you verify them both.

If you get banned and create a new account, that is not allowed.

I have 3 verified broadcasting accounts for years.. And just verified the 3 again for the new verification system.
No-one seems to care, but I cant remember what the rule is.
