I know I'm just going to come across as a paranoid conspiracy theorist to many by saying this, but I know in my heart of hearts that the "powers that be" would just find some other way to make sure that the public gets infected with HIV/AIDS; or if it does get wiped out, expect to see the next big epidemic to take the place of aids right around the corner.

In general, though, I have no sympathy for STD carriers who are not honest with their partners. Having an STD sucks, and I feel sorry for you, but your urge to have sex is not more important than the health of your partner.
I think we should consider a law mandating regular HIV tests for everybody, and then tattooing HIV + on the ass of every infected person. That would stop AIDS pretty quickly.
