Tech question: Stream 1 webcam to 2 laptops?

Hi, I want to stream to two different laptops from a single webcam. Is there a way to split a webcam feed so that the stream can be used on two different PCs by 2 different cam sites?

Would a physical splitter work, or would I need OBS, or something else?

(I know I can use splitcam software, but the site I want to use doesnt allow it).
