When you take your picture of the bill, your full name, the address, and
a date have to be clear to read.
I had problems because I kept forgetting the date in the photo.
If that does not solve the problem...
Have you already tried to contact support? They can take a while, but they do eventually get back with an answer (as far I've experienced)?

If you haven't already tried, you will also get a faster answer on the SM discord. If your model account is already opened, then I think you would have access to this. You find it following these steps ...
1) Login to your model account.
2) Go to the 3 horizontal lines, up in the top left hand corner, and click on them (see picture 2 below).
3) Go to "support" on drop down menu that appears (see picture 3 below). Click on it.
4) From there click on "streamate help" (see picture 4 below).
5) A whole new page will open up. From there click on this blue box (see picture 5 below).
6) Make sure your model name on your account, and your discord model name are the same.
