They hardly exist anymore. Maybe back in the 90's super models were found by scouts, but now most "scouts" are scam artists.
If you PM me the name of the agency they claim to be affiliated with, I can probably tell you if they're legitimate or not.
I've been in the modeling industry since I was 6yo, so I know a few things about it if you have other questions, as well. :)

Where I live is by no means a large city or a city known to the modeling industry. Here, the only "model scouts" are people who run little studios for kids to learn to model. They hand out flyers in the mall to parents saying "wow, your child is so gorgeous she could be a model!!" And they charge for modeling classes. That is likely how they make all their money. They compile a portfolio for the kid, and it usually ends up being a little keepsake. Sometimes the kids get cast into local ads or for flyers for local retailers, but I have never heard of a single one getting any farther than that. That's not to say there's no supermodels from around here. I know of one who came from a town just an hour away and she's quite popular, though I don't think she got her start at one of these little studios, but you never know.

My cousin's mom put her in one of those modeling schools so that's the only way I know about it. I would be wary if they want you to give them money for training or something like that.

Yes, there are a ton of those. Personally, I think modeling classes are not needed. There are three things you need to learn. Facial expressions, how to walk, and poses. Pick up a few magazines, practice in the mirror, and watch youtube videos of fashion shows. It's really not something you need to spend hundreds or thousands of dollars on. Many of those places also make YOU pay for "auditions." That's unheard of in the real modeling world. Auditions are free.

I've had modeling scouts try to recruit me to be a modeling scout too. But looking them up I found they were in pyramid schemes. They only earned income by commission. They had to recruit models (or parents of models) to pay to attend auditions which were actually free to attend. Or recruit other modeling scouts & get them to pay a setup fee to become a scout too, and then get a % of any commissions received by those scouts they recruited. You may want a licensed agent if you're getting into modeling as a profession, but avoid modeling scouts.
