I'm sorry that you're going through this situation.
First part of your question - not sure if there's a way to ban guests/unregistered users on SC; hopefully someone can give you some more helpful advice though.
Second part - far as I know, incognito mode just hides local activity on that particular device from anyone else that has access to it, by preventing saved history, cookies, data entered into sites, etc.

feel all cam sites should allow broadcaster to kick ANYONE watching the cam out of the room at least. But im sure they have their reasons why the dont allow that option.
Potential member signups & token holders my guess, you wouldnt want to lose potential tippers/revenue after all right lol

is there a way to ban users who try to enter the room without an account that use incognito mode on their web browser on their phone.
i am having serious cyber stalking issues with my husband i am separated from due to DV.
In the age of free/cheap VPN's, there isn't any 100% reliable method to block a viewer, but on SC you can start with geo-blocking the area where you live (or/and where he lives if it's not your area), as detailed below:

1. Go to the Settings and Privacy page.
2. Select Country in the Banned Countries block.
3. Then for some countries (e.g. USA & Canada), you will see a Banned Regions field and two options: All or Only the following.
4. Select the country/state/province (or more than one) that you want to block from watching you.
