Well what I said is just based on a cursory review of the policies, which include an alarming bit about "obscenity laws" and "law enforcement". No, public libraries have to have certain filters on their computers to prohibit pornography. There are local, state, and federal laws in place governing this. If libraries or librarians choose to not enforce it, well... I can't speak to that.
The law in my state is that if you view/display pornography in a public place it is considered "Public display of explicit sexual materials" and is a misdemeanor for the first offense, and a felony after that. A google search shows me that my state is not alone in having this exact law.
Your local public or university libraries may also have user agreements stating that you will not view pornography even if it's not illegal. Your account can be terminated and you can receive life-long bans from the facilities in some cases for it.
The libraries in my city do not have filters because they dont depend on federal E-rate discounts. I do know that there are a few libraries in other parts of my county that do not allow looking at porn on their computers. I think that people should have the right to look at porn anywhere. And as a librarian I wouldn't have done it unless you had a good reason beyond, "yay boobies".
Case in point: Model Mayhem was blocked by our filters. A patron needed it so she could work on her profile. I disabled the filter for her. Honestly, I would have disabled a filter for a model wanting to work on her MFC profile as long as she wasn't going to be posting nude photos while in the library.
I had a responsibility to keep the library a safe and welcoming place for everyone. A person looking at porn where kids can see it does not a welcoming place make.

Keep in mind that "Public display of explicit sexual materials" laws were likely passed before the internet and were aimed at stuff like posters and signs in public showing porn and airing of porn on tvs in bars and waiting rooms. if they enforced those laws on people who were looking at porn on their laptops at libraries and coffee shops or to people looking at a playboy while sitting at a bench at a public park, you would have thousands of people going to jail and prison for doing that stuff. It would be highly expensive to police departments and justice departments. You would also be hearing about that a lot on the news. I just googled arrested for looking at porn in public. only 2 news stories about people getting arrested for viewing legal porn in public came up. In 1 case a guy was watching porn in an area in a park there were a lot of children playing. In the 2nd case a guy was watching porn next to a childrens play area in a mall.
